ILLINOIS PUBLIC SAFETY LEADERSHIP INSTITUTE

Rather than adapting emerging public safety leaders into traditional supervisory training, the Illinois Public Safety Leadership Institute – Frontline was intentionally designed around a different principle:

Effective public safety leadership begins before promotion and extends beyond profession.

The safest communities are served by police and fire leaders who
learn together, build trust together, and lead together.

About the Frontline Series

Preparing the Next Generation of Public Safety Leaders

Across the nation, public safety agencies are confronting one of the most significant workforce and leadership transitions in modern history.

Police and fire departments alike are experiencing:

  • Accelerated retirements and increased attrition

  • Ongoing staffing and recruitment challenges

  • Younger workforces with compressed experience levels

  • Fewer experienced mentors within organizations

  • Shrinking pools of seasoned personnel prepared to assume leadership roles

  • A growing need to identify and develop future leaders earlier in their careers

National public safety organizations continue to identify recruitment, retention, and leadership development as critical priorities for the future of the profession.

The Leadership Development Challenge

The traditional progression of leadership development—from frontline employee, to informal leader, to supervisor—has been disrupted.

As experienced police officers and firefighters leave the profession, agencies increasingly need to:

  • Recognize leadership potential earlier

  • Prepare employees for greater responsibility before promotion

  • Strengthen informal and emerging leaders

  • Develop supervisory skills before individuals enter formal leadership positions

  • Build a stronger pipeline of prepared future supervisors and administrators

The IPSLI Frontline Leadership Series

The Illinois Public Safety Leadership Institute Frontline Leadership Series was created to help meet this challenge.

This first-of-its-kind, two-year leadership development program consists of one week of training each year and is specifically designed to identify, prepare, and strengthen existing informal and emerging leaders within law enforcement and fire service organizations.

Participants May Include:

• Field Training Officers  • Corporals  • Officers in Charge  • Acting Lieutenants

• Training Officers  • Specialty Team Leaders  • Crew Leaders  • Team Leads

• Other personnel who influence culture, performance, accountability, and professionalism before formal promotion occurs

Two Years of Progressive Leadership Development

  • Week One — Advancing Excellence

  • Week Two — Enhancing Performance

Through practical, reality-based leadership development, participants strengthen their abilities in:

• Communication  • Decision-Making  • Accountability  • Team Leadership

• Organizational Awareness  • Problem-Solving  • Conflict Management  • Supervisory Readiness

Participants learn alongside peers from public safety agencies throughout Illinois, creating an environment where experiences, challenges, and leadership perspectives can be shared.

Police & Fire — Learning Together

A unique strength of the Frontline Leadership Series is the opportunity for emerging police and fire leaders to develop together.

Although their operational responsibilities may differ, both professions face many of the same leadership challenges:

• Building Trust  • Leading Effective Teams  • Managing Conflict  • Communicating Effectively

• Creating Accountability  • Developing Personnel  • Fostering Positive Workplace Cultures

Bringing future leaders from both disciplines together allows participants to:

  • Gain insight into each other's perspectives

  • Learn from leadership experiences outside their own profession

  • Build professional networks beyond their individual organizations

  • Strengthen relationships between police and fire personnel

  • Enhance future interagency cooperation

Building a Common Leadership Foundation

Shared leadership development also creates greater parity in leadership philosophy, expectations, professional standards, and organizational culture across public safety disciplines.

As participants advance into supervisory and command-level positions, they carry forward:

  • A common foundation of leadership principles

  • Shared expectations of professionalism and accountability

  • Stronger interagency relationships

  • A broader understanding of the public safety mission

  • The skills and confidence necessary to lead effectively

Leadership Begins Before Promotion

The future strength of public safety organizations depends on developing leadership before the promotion process begins.

Developing Tomorrow's Leaders...Today.
